For persons born between December 24, 1952 and November 14, 1986, a person is a U.S. citizen if all of the following are true:[8]
Ted Cruz:

Of course the wiki article chickens out with the following:
For persons born out of wedlock, the person is a U.S. citizen if all the following apply:
1.the mother was a U.S. citizen at the time of the person’s birth and
2.the mother was physically present in the United States or one of its outlying possessions for a continuous period of one year prior to the person’s birth.[9] (See link for those born to a U.S. father out of wedlock)[8]

Cruz is more a NBC than O’Barry....
One is either a NBC (with respect to the meaning of that term in Article II of the Constitution) or not. There are no shades of gray in between, just like you can't be "a little pregnant."
Ted Cruz is NOT a NBC, though he is a citizen at birth. (Natural born citizens are a subset of citizens at birth.) He fails the NBC test on two counts: (A) He was born in a foreign country and (B) one of his parents was not a citizen at the time of his birth. He is NOT constitutionally eligible for the presidency or vice presidency, though he is constitutionally eligible for his current position as a US senator.
As for Obama, there is no credible evidence whatsoever that he is even an American citizen.
