I knew that one would be trouble from the get go. However, I am not certain that it means that the state must cover all city pensions, or if the city must cover their own liabilities. It will get very interesting.
For example, if Detroit has $18B in pension liability that they can not cover, do they get to transfer that to all state residents in a tax bill, or do they have to charge each resident of the city? I say they should charge each Detroit precinct voter, then they would get about 110% of what they need....
