But how does this work? If the House makes their own bill and forwards it to the Senate and they amend it, does the House get to vote on it again?
The House bill and the Senate bill will go to conferenece - which is a meeting of both House and Senate members. They will combine the two bills; and throw out most of the House stuff.
Of course, what we get will be the Senate version - which the House will not vote for (I’m praying), thus Obama will get his wish and be able to use it against the repubs in 2014.
