This is what I sent Numbers USA to fix the problem.

We all know the current immigration bill is a complete disaster.

Allow me to offer a quick framework for a better solution. Read past #1.

1. Anyone who enters or remains in this country illegally can never, ever become a U.S. citizen.
2. Those that are currently in this country have a 90 day grace period to accomplish the following:
a. Leave the country and apply for a legal means of re-entry.
1) This permits a path to citizenship (at the back of the line).
b. Remain in the country under a special work permit.
1) This option eliminates the potential to ever become a citizen.
2) Apply for the special work permit.
3) Document employer information on the work permit.
4) Day laborers are not eligible.
5) Employers will pay a fine for each year that you have worked for them.
6) The special work permit will last for the same amount of time that you have worked for the employer.
7) You must reapply for a special work permit if you change employers.
8) Children have 90 days after their 18th birthday or high school graduation (whichever is later) to leave the country or apply for a special work permit. Government voucher available to assist in the departure.
c. Remove your name from all government assistance programs.
d. Start paying income taxes but no Social Security or Medicare taxes (they would be permanently ineligible for the benefits.
1) They would be ineligible for income tax credits of any sort.
3. Elimination of anchor babies. Babies born in the U.S. to a non-citizen mother does not become a U.S. citizen. If the father is a citizen, he can apply for the child to become a naturalized citizen after a 3 year waiting period.
a. Eliminate government financial assistance programs for parents of current anchor babies.
4. Eliminate chain migration. Apply as a nuclear family. Other family members have no priority.
5. Eliminate the refugee program that has been so abused. Other countries can pick up the slack.
6. Eliminate the diversity immigration program.
7. Zero the immigration quota from known terrorist hot bed countries.
8. Create a permanent data base with biometrics for anyone who entered or stayed illegally.
a. All people entering legally for a temporary period become automatically entered into the data base and remain there if there is no exit by the proper time.
9. Zero the student visas from known terrorist hot bed countries and third world countries. (There are plenty of other places they can go to school.)
10. Secure the borders. Contracts to multiple small businesses for 50 mile increments of the borders (land and water). DoD evaluation team performs a one month evaluation period on random 50 mile sections of the border and gives an evaluation grade. Fail and the 50 mile section goes up within 30 days for contractor bids. (DoD, not DHS evaluation team.)
11. Any criminal conviction makes them ineligible for either citizenship or work permit.
a. This includes the use of fraudulent or stolen identification for any purpose.
12. No access to our legal system for deportees. (An appeal can be made only after leaving the country.)
13. Anyone that votes illegally is ineligible for either citizenship or work permit.
a. Anyone that votes illegally is immediately deported.
14. Drastically reduce legal immigration quotas for low or unskilled labor. (They are undercutting our poor and keeping them from rising up the ladder.)
15. Create an on-line job match up for those outside the country that want to get a special work permit. Also those that have a current work permit would be given access to this job match up if they became unemployed. After 120 days of unemployment, the work permit would expire. They would need to leave the country before that time to remain eligible for a future work permit.
16. Each member of Congress could “cure” 5 problem people per year. Not including criminals or illegal voters. Meant for situations beyond the control of the individual (flight cancelled for weather, etc.).

This gets most of them out of the shadows quickly, identifies and exacts a penalty from the employers, and separates the economic guests from those that want to be a citizen.

This gets the borders secured rather quickly and gets rid of the loopholes or programs that have been so abused is the past.

It also creates a large disincentive for any future illegal entry or overstay.

Employer fines can be graduated. Low fines for agriculture, higher fines for jobs that displace Americans and the highest fines for those that competed for contracts using illegal immigrants as an advantage.

This also keeps a flood of new voters off the rolls that may not have America’s best interests at the heart of their vote.

We are not a nation of immigrants! We are a nation of pioneers and guests that we choose to invite to join us in the pursuit of freedom and the defense of the Constitution.

Spot on. Work permits is the only answer. The minute these people are granted amnesty will be the complete and final destruction of our country. They will never vote for less government. Only fools believe that.
