If the Court ever does rule on this matter, they will choose the broadest language possible: Born to a U.S. citizen parent (either)somewhere in the world. I don’t think that they consider this clause very relevant and will essentially render it moot. Consider that the Supreme Court has also ignored many other much more critical clauses, especially when they thought it popular to do so.
