IMO the ultimate answer is to force the feds to stop wasting highway funds on crap like bike trails, and spend it on highways. Also return much of the responsibility to the local areas.

Exactly. When they talk about “infrastructure” spending, they like you to think its on roads full of potholes. But the reality is that a lot of infrastructure spending goes to things that are nice but really have nothing to do with real infrastructure. Like you said — bike trails, or “green” bike lanes on city roads, or fancy electronic billboards on the sides of highways that say things like “Don’t Drink and Drive.” Any time you read a story about “the nation’s crumbling infrastructure,” remember that there’s a lot of bait and switch going on in infrastructure spending.
