The National Guard, I suspect. How often do you see NG vehicles with "Homeland Security" logos? The NG uses US Army equipment.

No, the Nat’l Guard won’t play Obama’s game.
And, it’s also true there aren’t enough staff to use the resources being stockpiled.
It does have the effect of keeping inventory from American citizens.
