Obviously the super-wealthy do not own virtually all the banks and corporations. Millions and millions of individual shareholders do.
It should also be obvious that "money" in offshore accounts cannot pay off the entire US national debt, for the reason that a great deal of that "money" is actually securities - like the US' debt itself.
Billionaires, of course, have plenty of clout and influence. But the author is clueless about the mechanisms of that influence and has not even a small child's grasp of the economy.

Its not about ownership, its about control. A relatively low number of people have control.
