So how is he going to implement it! He has NO DATABASE of firearms owners or what they own. WE have the guns he has NOTHING to bargan with.

That is why they have wanted GUN REGISTRATION since 1962.

Britain registered handguns and rifles, then confiscated them.

Same as Australia and the Philippines.

Anyone who bought a firearm in the last few years should find someone with an equal firearm and trade immediately.

If they then come to your door using the BATF applications you can say you do not have THAT firearm anymore and don’t know where it is now.

No matter how they sell “registration” to you it always ends up in CONFISCATION.

So what is the purpose of a 4473 every time we purchase a gun then? Is it reasonable to think it's "just a form" that goes nowhere? It's not entered into a database?

That we know of. I'm sure he can (legally or illegally)get a list of everyone who ever got a hunting license and based on what tags were bought would tell them rifle or shotgun at least. Plus all CCW holders, Class 3 license holders, etc. That would get him, oh, 30-40 million names or so.
