The only way to get rid of the cartels is to bankrupt them by repealing prohibition on marijuana, which is the drug primarily used to finance the day to day operations of these cartels.
I don't see any moon shiners sneaking over from Mexico to tell Tequila.
But we would lose an entire infrastructure of law enforcement jobs and a winning pretext for the creation of a police state so that idea is a non starter.

Door to door; ground to air ~ those expressions can have meaning in disposing of users, abusers, sellers, dealers ~ their heirs and assigns!

It's a matter of political will and we don't see any in California.

In the coming months we will be helping more Californians relocate to Virginia as they flee the coming storm.

Luckily, cocaine, heroin, and methamphetamines are utterly unprofitable, and the cartels studiously avoid dabbling in such things, so your plan is FLAWLESS.
