There are two ways the Egyptian government can enforce the decision.
1. If these people travel to a country that might uphold the ruling.

2. Use the powers of the UN to extradite them it has been done by Sandie Arabia to a Malaysian citizen. Actually the rules are already set up and signed by the US. It is only a matter of doing it.

Either way i would feel a little nervous with an Al-Qauda supporter as president if I were these people.

What about using a volunteer within an immigrant community?
They did it earlier. A priest and a former army officer were killed by gunmen a few years in two isolated incidents Moscow. Both were sentenced by Chechen rebel’s Sharia-court. A priest (father Sosoyev?) was a vocal opponent of islam and pushed for anti-immigration policy, an officer (Budanov) has captured and killed teenage Chechen sniper.
