It's a hard one for many but a rule of thumb is if it sounds awkward use the other one.

was raised by whom

Thanks for the ‘whom’ correction; another good rule - substitute ‘him’ or another ‘m’ pronoun (them, him) and see if it fits. (’Him’ was raised?). English is not math, I tell my students.
