I thought we were discussing economy, not politics. Politically, China is a communist country. Economically it is capitalist.
In a true communist country, you can’t become a millionaire. In China there are now many Billionaires. China is nothing like a true communist country in economics such as Mao’s China was or Cuba is today.

China is not capitalist economically. It is pandering to capitalistic foreign businesses as a means to an end. The clause in its constitution about businesses openly conducting their affairs in China does not contravene its openly socialist clauses nor opens any avenues to development of capitalism, i.e. other than state capitalism (per the Communist Manifesto).
Even the USSR had millionaires.
If you are looking for a true communist country, then you are looking for something fictitious. The Manifesto goes no further than making the socialist state all-powerful and lying about it wither(ing) away. So no need to bother talking about the lie.
