Then, let the employees go out and set up a competing enterprise.
Maybe they can get a grant for the operating capital!
They can just educate us all on how to run a business w/no profit in the face of ruinous regulations making it impossible to even operate & needing someone who spends 8 hrs/day filling out forms.

Ha, the government does that every day, with its huge bureaucracy. They just pass the costs on to the productive through taxes and fees, therefore they can run at a ruinous loss forever.
