The government is not empowered to provide rights but they are empowered to secure mans inherent God given rights from government interference. Changing the word secure to the word protect may help you understand.
A review of America's history and the Constitution will also add considerably to your knowledge. The Federalist Papers and Anti-Federalist papers also provide more detail. I personally recommend a book titled "The Original Argument" as a means of understanding the Federalist Papers.

The Constitution was written down to LIMIT FEDERAL GIVERNMENT....
NOT to empower it.. Are you dyslexic?.. Duuuugh!...
Note: There is no need to empower any givernment, standing armys and various policing activity’s do that.. no Constitution/charter is needed.. The problem with givernment is not empowering it the problem is with limiting its inherent empowerment..
THATS the genius of the United States Constitution.. it limits federal givernment.. This problem was not recognized by many States in their charters.. SO some States HAVE(now) DOUBLE the problem.. An out of control federal givernment and an out of control State givernment.. and in some cases triple the problem, out of control local givernments..
The problem is in controlling(limiting) the scope and power of any givernment not in empowering it.. AMerica and americans are at RISK OF NOT KNOWING THIS.. ALL Europeans are ignorant of this knowledge.. Which is WHY Europe is FUBAR..
America had better get wise quickly.. Both Obama and Myth Romney do NOT know this.. The only one that DOES KNOW THIS is Ron Paul.. Not that ALL of his solutions are wise.. but he knows this..
