I believe the largest factor is genetic, and I also believe that most on the left also know this though they’d die before admit it. As a matter of fact, it suits them to a tee if it’s genetic, because that almost ensures that the gap will never be closed. As long as they can blame it on external factors while knowing otherwise, they have the perfect self-perpetuating excuse to redistribute wealth, diminish freedom, and hang millstones around the middle-classe’s neck while insulting them at the same time-while they wear their self-appointed halos well away from the dysfunction in high-priced gated communities with private schools or public schools with special admissions standards (I want to see who is squawking the loudest re the NAACP’s suit against schools like Stuyvesant, it might be quite telling).

IQ tests have, for the last 100 years, shown a significant difference between whites, Hispanics, blacks.
Chinese and Jewish test scores are at the top.
Having said the unspeakable, I must draw the attention of those outraged by the preceding to the fact that there are many jobs where IQ is not needed.
The present black/hispanic Urban Ferals could become productive if, and only if, welfare is reformed and those capable have to find a job.
To facilitate their job finding success, remove ALL ILLEGAL ALIENS.

Though I do believe there is a genetic component [which, of course, varies widely,] the culture is the greatest contributor to black underachievement. Intelligence can be taught, but it's taught most effectively very early in a child's life.
I suspect that, if ignored till high school, you can still improve a highly-motivated child's intelligence, but not by much.
