RE: I despise this headline, and because it is (genuinely) racist and incendiary, I will not read the article.
How would you re-phrase the headline? I see it as a rhetorical question which the author already answered.

I would rephrase it thusly: “Are we willing to believe a falsehood such as ‘ARE BLACKS TOO DUMB TO COMPETE?’”.
The article was down for a while, don’t know why it is back up.

Last week, the Florida state Board of Education approved a new six-year strategic plan with student-achievement goals that vary based upon race, income, disability and English proficiency. For example, Florida hopes to have 86 percent of white students at or above grade level in math, but for black students the goal is 74 percent. Based on what happened in Florida, it's an excellent question.
