I would argue that the rule of law being subverted by the rule of man is comparable to being subverted by mob rules (e.g. polls). It all depends on which poll, how the poll is done, who does the poll, and how the poll is interpreted and even reported in the media.
Who cares what the poll(s) supposedly says -we got law(s)!
