The city also has long-term problems with its legacy costs. It has underfunded its pension obligations by $24 million and prefunding its retiree health care plan would cost taxpayers more than $120 million.

Public Act 4 gives emergency managers power to set aside union contracts as a means of getting municipal expenses under control. If Public Act 4 is upheld, the governor can redo the appointment process.

While I applaud the sentiment, I have a question about the constitutionality since no state shall make any law impairing obligations of contract. The alternative is to place the municipality in federal bankruptcy, which I think is the right course of action in any case.
