Does “10 meter able” really mean Cable???

10 meters is the wavelength for 27-28Mhz frequency band where CB radio is authorized to transmit. It has nothing to do with cable.

And a license is not required to operate Citizen Band radio, although it used to be back in the "old days". The legal max power for CB is, I think, 5 Watts.

A license is still required to operated on the Amateur radio (HAM) bands where the legal operating power is, or at least used to be, 1000watts.
