I prefer to rely upon our founding fathers meaning of the necessary and proper clause as stated during the Ratification debates, which is in compliance with the most fundamental rule of constitutional law ____ enforcing the intentions and beliefs under which our Constitution was adopted.

What makes you think the author of “Restoring the Lost Constitution” would ignore the Framers?
