Is there any way to get it in a format that does not require me to be on-line to read it? I’ve got it in my Kindle Cloud Reader (I don’t own a Kindle), but would like it on my PC.

Is this what you're after ?

Kindle for pc

It's what I'm using .. the app is a 24mb d/l, then any books you d/l are stored in the app on your pc for reading on/off line.

You've already been referred to the Kindle for PC application. Another great application that will let you read your books is Calibre. It's not only a book reader but a book database organizer. And it will allow books of all formats, Kindle, Nook, Sony, whatever. It's free for the download.
