No. Net Neutrality already existed....the internet was built on it. The term was widely used.
Wu is one of the jerks who stole the term and tied it to FCC involvement in the internet.

Nothing to see here, time to move on - when left-wing ideologues do this, it’s for the greater good. Pay no attention to the fact that there are parties who stand to make a ton of money from the implementation of “net neutrality” rules. If those parties are consistent backers of left-wing causes (hello Google!), it’s all good.
