Which is exactly what Rossi's device does. See Widom/Larson theory. The middle step is forcing an electron capture, turning the hydrogen proton into a low-energy neutron. When you strip the electron from a hydrogen atom, what is left behind is a proton, not a neutron. This is a positively charged particle, and is subject to the Coulomb forces. To make a neutron involves removing the positive charge from the proton.

By "electron capture", he's talking about the proton capturing an electron to become a neutron (the inverse of beta decay). See
