First of all, no one should take Karl Rove too seriously. He acts purely out of self-interest.
Rove cares little about the Constitution, the rule of law or the country. He is only interested in winning elections because each election he wins increases his power, prestige and the size of his financial portfolio.
Rove is part of the Republican establishment, who long ago decided that former Massachusetts governor Mitt Romney will be their Presidential candidate in 2012 and Senator Marco Rubio (R-FL) will be chosen for the Vice Presidency.
Romney has the mega-money backers and a national campaign organization, key factors in winning any presidential race.
Rubio brings considerable benefits to the ticket because of his strength in the critical state of Florida, by his perceived conservatism and by his ability to swing Hispanic votes to the Republican Party.
So, it is understandable that Rove does not want the American people to know that Marco Rubio is not a natural born citizen and, therefore, is not eligible for the office of Vice President or President.
To that end, Rove has begun to use the same method, Rules for Radicals Rule 5 ridicule is mans most potent weapon, that Barack Obama acquired from radical socialist and community organizer Saul Alinsky.
On Fox News recently, Rove, in an apparent leap of desperation, attacked Texas Governor Rick Perry for responding innocuously to questions regarding Barack Obamas Constitutional ineligibility for the Presidency. Rove said:

Why is Rubio NOT a natural born citizen?
Excellent way to defeat the premise of your first sentence, Mr. Sellin.
rove is a pos statist progressive criminal.

There is a school of thought that holds one’s parents must be citizens at the time of one’s birth to qualify as a NBC. Best I can determine, those who subscribe to this definition are in the minority.
fox news’ greta and hume both assured their audience that comrade obama is a citizen.
so, we peasants are now informed.
...and they should take Sellin less seriously.
Rubio’s parents were not citizens at the time of his birth. Rubio is a native born citizen, not a natural born citizen.
“Marco Rubio is not a natural born citizen and, therefore, is not eligible for the office of Vice President or President”
That’s the presidential qualification, but I don’t believe it’s specified for VP.
The VP is required to meet the same eligibility criteria as the President.
As for Rubio, it comes down to a matter of interpretation, and one that's never been tested. The simple fact is, it's not the courts that resolve Presidential and Vice Presidential election issues anyway, that power is given to Congress, so in fact, eligibility criteria is whatever Congress says it is. Should they abrogate their duty (as happened in 2008 -- the matter should have least been investigated) there is no remedy that I'm aware of.
“The VP is required to meet the same eligibility criteria as the President.”
I’ve often wondered about this. It seems logical, since one of the VP’s two sole duties is to assume the presidency upon the president’s incapacity. And since Article II, section I says, “No person except a natural born Citizen...shall be eligible to the Office of President,” it follows that they wouldn’t be eligible for VP, either. Then again, the Constitution doesn’t say that. Like a lot of other sections, it leaves it to us to fill in the gaps.
So what happens if we elect a VP who can’t be president? Is that a paradox, or perhaps could we simply skip them over in the line of succession? I usually don’t like such academic questions, but I also don’t like just assuming VP and P qualifications are the same even though it’s not specified.
“The simple fact is, it’s not the courts that resolve Presidential and Vice Presidential election issues anyway, that power is given to Congress”
Congress is given nuts and bolts power, but SCOTUS has jurisdiction over “all Cases, in Law and Equity, arising under this Constitution.” They most definitely could resolve election issues if they saw fit.
Check the 12th Amendment - it specifies the VP must be eligible.
And the distinction between “native born” and “natural born” represents a limitation for Rubio, or ought to represent a limitation for Rubio, in what way?
I see that now: “no person constitutionally ineligible to the office of President shall be eligible to that of Vice-President.” I guess I usually glide over that amendment, as it mostly corrects the confusing original system, under which I never lived and never studied thoroughly. Except, that is, to gawk at the wacky election of 1800.
Because only a natural born citizen is eligible to be president or VP.
His parents were foreigners, and the child must have both parents be Americans at the time of his birth.
“His parents were foreigners, and the child must have both parents be Americans at the time of his birth.”
In order to be ________________________?
And thus eligible to be _________________ ?
Those answers would explain the objection.
