Obamacare includes $105 billion in advance funding

As the presidential candidates continue to debate defunding Obamacare , it’s important to remember that the bill has already received $105 billion in advance appropriations. Imagine how this law may expand if President Obama wins a second term or if the law’s architect, Mitt Romney, is elected president.

If Romney is elected president; isn't it logical to expect that he would expand Obamacare?

Was this funding approved by the prior Congress, when both Houses were Dem controlled? If not, then I wonder what value there is in having Republicans control the House of Reps, which supposedly holds the federal purse strings. I don’t want Obamacare to receive one cent of funding, period, and that’s why I gave to Rep congressional candidates.
