The Federal Reserve Act, this mind-boggling legislation which changed the very fabric of our economy and monetary system, was "passed" during Christmas Holiday (Dec 23, 1913), when many members were at home on break.
The Fed is privately owned by the member banks. We do not know the ownership list, because that would require a full Congressional Audit -- which Herman Cain did not /does not favor.
You know it still would have passed easily, even if all the members were there, right?

Not really. They can't sell their shares, buy extra shares, use their shares as collateral. They don't get to keep the earnings of the Fed, the vast majority of which are turned over to the Treasury.

Member banks have to buy "shares". Bank of America, Citibank as well as scores of much smaller banks are members. Bank of America, Citibank and these smaller banks do not own the Federal Reserve. The government does. Clearer?
