In the 70s, SS numbers weren’t necessarily assigned by applicant’s residential address. They could be issued based on the office through which the application was made.

I got mine during that time period, and never lived in the state coded into the number, but the location code does line up with where I turned in the application.

When someone dies, does the SSN die with them, or do they put that SSN back in circulation; i.e., is every new issue of an SSN a “brand new number”?
