The alleged mass murderer who killed nearly 100 people in Norway on Friday may be facing just 21 years in prison if convicted. You don't want to be cruel or anything, the perp might take it personally and be offended.

Looks to me Norway offers a special rate for murderers, something like .21 years per homicide. What’s that, a couple of months for each? Most places impose stiffer penalties for shoplifting or flagrant littering.
