The alleged mass murderer who killed nearly 100 people in Norway on Friday may be facing just 21 years in prison if convicted. Norway does not have the death penalty.
Oslo police chief of staff Roger Andresen told the San Francisco Chronicle that the maximum prison term suspected killer Anders Behring Breivik could face is 21 years under Norwegian law. Police are labeling the attacks as acts of terrorism, according to the Wall Street Journal.

So, once he kills one, he may as well get as many as he can as far the Norwegian judiciary is concerned.

Looks to me Norway offers a special rate for murderers, something like .21 years per homicide. What’s that, a couple of months for each? Most places impose stiffer penalties for shoplifting or flagrant littering.
21 years? They don’t even have LIFE in prison for terrorists??? That is insane.

Preventive detention can lead to imprisonment for life, because the original sentence can be extended for an indefinite number of times.

Typically in the US, the cops would have administered immediate justice.
Had I only taken my first wife to Norway, I would have been out over 20 years ago.
