Sounds to me like a good practical way to keep tax payers working (in the moat and wall construction trades at least) and the tax absorbers out.
Consequently - like all good practical solutions - it'll never be implemented as long as the looters and the looter-enablers are in power.

McConnell has never been known to be a good, or even passable, negotiator.
He’s messed things up royally over his long tenure in the leadership, and I don’t understand why they keep electing him.
