A definite yes, IMO. It's got all the right buzzwords.
To hold you over check out this site for a list of "Governmental Resources".

It is mainly for New Jersey. Just scroll down until you hit the section on Federal Government. And do take note of the description at that first given link and note that it's .com and not .gov despite the funding. Sometimes things aren't where you expect them to be.

And this "Draft" from March 22, 2011 might interest you as well...especially the References beginning at page 42. Seven pages with lots and lots of info there already gathered for anyone interested.
"Smart Growth, A Guide to Developing and Implementing Greenhouse Gas Reduction Programs by the EPA. (long at 55 pages)

I'll see what I can find on the other for DOE and DOA.

Of interest...Environmental News Bits is written and maintained by Laura L. Barnes, who is the Illinois Sustainable Technology Center’s Librarian.
Obama Administration Announces Launch of i6 Green Challenge to Promote Clean Energy Innovation and Economic Growth March 11, 2011
The U.S. Department of Energy joined with the U.S. Commerce Department’s Economic Development Administration (EDA) and its Office of Innovation and Entrepreneurship today to announce the opening of the $12 million i6 Green Challenge, which will also be conducted in partnership with the U.S. Department of Agriculture, the U.S. Environmental Protection Agency, the National Science Foundation, and Commerce’s National Institute of Standards and Technology and U.S. Patent and Trademark Office.

It's been moved to http://envnewsbits.wordpress.com/. Maybe that .edu addy was creating problems.
