Would this be an Agenda 21 item in your opinion?A definite yes, IMO. It's got all the right buzzwords.
To hold you over check out this site for a list of "Governmental Resources".
It is mainly for New Jersey. Just scroll down until you hit the section on Federal Government. And do take note of the description at that first given link and note that it's .com and not .gov despite the funding. Sometimes things aren't where you expect them to be.
And this "Draft" from March 22, 2011 might interest you as well...especially the References beginning at page 42. Seven pages with lots and lots of info there already gathered for anyone interested.
