I cannot find the transcript but I do recall watching the hearings on Waco and Ruby Ridge -- the real hearings that Congress was forced to hold after years of denial and harassment of patriots demanding something more akin to truth about what happened.

A key issue of those hearings was federal law enforcement killing civilians.

Federal agents stated to the Congressmen and all that they had the duty and right to take any necessary action against a citizen before any illegal act was committed -- including killing them. They just needed the suspicion.

I remember my reaction to hearing that -- at least that is how I interpreted the testimony. I don't think I misunderstood but of course that is possible. I have no doubt about my memory for I remember my reaction clearly.
