The decision was apparently written by the Chief Justice who is currently deep into Shariah legal concepts ~ he was the lead defense counsel for the prisoners at GITMO for a number of years.

He's obviously "gone over" and cannot be trusted.

It's up to the state legislature to remove him ~ and I would hope that happens quite soon.
