While I have no idea what the truth is behind his CT SSN, you can't avoid NY taxes by getting a Connecticut PO Box. Otherwise, every NYC resident would have a CT address.

That said, he might have tried to get a friend in CT to claim him as a fake roommate, but I still wonder what kind of income (if any) he would have to declare.
