We’ve had them in America for decades running. We call them ghettos, barrios, “other side of the tracks.”
Even the LA County Jail has separate cell blocks for our Hispanic brothers that don’t play well with each other.

I know a retired prison guard who maintains that the best way to manage an inmate population is similar to that, but goes much further.

As he put it, "if the guards are doing their jobs, an inmate would do all of his time never closely associating with more than 4 or 5 other inmates."

By which he means, keep most EVERYBODY as separate as possible. Yard time, in small groups only.

Think about it. It would go a long way towards reducing many inmate problems, and is less stressful for all, including the inmates themselves.

As a guard, wouldn't it be easier to deal with smaller numbers? The social dynamic among the inmates would be different, too.

Split 'em up into groups who won't victimize each other. Do not allow gangs to develop, with the worst among them gaining thug power inside the prison itself.

Riots can be avoided, if they are never allowed to "organize" for any damn thing in the first place.

Know you are dealing with some of the worst attributes of human nature, and act accordingly. Don't let a single one of them get the upper hand, in any way or fashion, including ruling other inmates.
