At the same time, Iran has generally had good relations with the current dictatorship in Sudan... Al-Bashir... Originally a pan–Islamist who conducted genocide against non–Muslims, he has become an Arab racist, influenced by Libya's Muammar Qaddafi. His wars of extermination are now waged against non–Arab Muslims in Darfur and elsewhere...

Ethnic aspects of the categories became especially prominent in the late 1980s when it was found to be politically useful by Khartoum and the Libyan leader Muammar Gaddafi. Darfur: a 21st century genocide - pages 44, 206 Gérard Prunier - 2008 (252 pages)
Soon after Gaddafi revived an old border quarrel between Libya and Chad by claiming the Aozou strip of land between the two countries. But another dimension, little noted at the time, was Gaddafi's racism. Part of his hostility to Tombalbaye's regime was due to the fact that the Chadian president was a black African and a Christian and that in his early "revolutionary" days Gaddafi was not only a strident Pan- Arabist but an Arab cultural supremacist as well:
His Bedouin background was replete with the folklore of the treacherous Zurqa, a pejorative term used by Arab Bedouins to describe the non-Arab Gourane of Libya, Chad and the Sudan whose Toubou culture made them implacably independent. [...] They were not to be trusted and Gaddafi systematically reduced the Toubou influence in Libya. [...] Thousands of Toubou were driven off from Fezzan in 1970

What Gaddafi did was to revive the old 1938 Fascist claim...
