Understatement.
One of the key lessons from the Carter era that has lasting importance is that a president can't really govern as an outsider.
Or as a wimp with his international policy and a disaster with his economic policy.
As an outsider, Carter wouldn't compromise enough to get things done. He abhorred making deals with members of Congress and he disdained the news media, attitudes which hindered his effectiveness. By contrast, Obama has been willing to wheel and deal with Congress and shows respect for the media. This has given him an advantage in governing.
First of all, Obama hasn't governed. Second, he has in no way been willing to wheel and deal with Congress unless it's to get the liberal Stimulus and Obamacare passed. Respect for the media? Just Google "Obama Fox News".
But Obama's crunch will come if his Democratic Party loses control of one or both houses of Congress in the midterm elections. Obama would then need to

Obama lacks any ability to persuade people or to make deals with his opponents. He has no interest in it, no experience in doing it, and no personality for it.

Carter was a failure because he was a mushy liberal lame-brain. Obama is a failure, but he doesn’t care because he’s Caliph of the Universe (in his mind, at least).
