Clint Eastwood had a run in with a woman who did this when he had a restaurant around Carmel, CA (maybe he still does).

She sued him over some BS ADA non compliance (like the Handicap toilet wall width was a 1/2 inch too small or some nonsense).

She and her scum bag lawyer made their living this way, suing Restaurants. Most owners settled because it was cheaper. But Clint ain't the settling kind, did not back down, he fought her in court -- and he won :-)

(and iirc the Judge was not too pleased with this duo and ended their 'suing career', at least in CA)
