The custard shop owner is a citizen and can ask questions if he wants. The VP didn’t have to respond but...that doesn’t mean any one of us can’t answer a question. I live in Gnu Yak, but my Sister In Law lives 5 blocks from the Kopps where this happened. I have consumed Kopps Frozen Custard. Nothing like it. I am Lactose Intolerant.
