American cities highest in misery index have common problems

There is plenty of misery around the United States in 2010 but some cities are experiencing more of it than others. There was plenty of it to go around from January to December 2009. Do they have some things in common that puts them in that category?

I’m going to go out on a limb here and say Democrat Mayors and Democrat city councils along with Unions.
I’m just guessing here folks.

Some of the problems could be:
Lack of a colossal sports complex;
No light rail system;
Lack of undocumented foreigners to provide a work force;
Draconian Right-to-Works laws;
Lack of ethnic and moral diversity in the elected leadership.
