The European Union is often mocked as a toothless political entity that lacks any military power. There has been talk of an EU-wide army, but so far most military functions remain with individual member states.

Internal security is a different matter. Brussels has quietly organized an outfit called EUROGENDFOR, the European Gendarmerie Force, which is designed to quell riots, uprisings, and other forms of violent internal dissent. According to the report below, EUGENDFOR is preparing to deploy to Greece to prevent a possible descent into violent anarchy in the wake of the country’s severe economic crisis.

Our Flemish correspondent VH has compiled an extensive report based on articles at Het Vrije Volk (Dutch) and Kopp Verlag (German), with additional material from other sources:

The economic crisis and the resulting growing unrest offer the EU government in Brussels a welcome opportunity to quietly test the deployment of a ‘secret’ EU force, which was established to put down uprisings in the EU. This secret unit is called EUROGENDFOR, has its headquarters in northern Italy, and is now preparing to leave for Greece, to be deployed against the population of an EU country.

There is something brewing in Greece. The protests of the citizens in the urban areas are becoming more violent. While the Germans advise the Greeks to get up earlier and work harder, anger rises in the Greek streets. In Brussels, all preparations are being made to for the first time employ the ‘secret’ EU force to crack down on uprisings. Most Europeans have never heard of this ‘secret’ unit.

The staff of the European task force of 3,000 troops has its headquarters In the Italian town of Vicenza [in the “Generale Chinotto” barracks], and is called “EUROGENDFOR”. It was initiated by the former French Defense Minister Alliot-Marie after the French had to deal more and more frequently with internal uprisings of Muslim immigrant youth with street battles and looting. With the powers of the secret service, the equipped unit must in close cooperation with the European military guarantee the ‘security in European foci of crises’. It is its duty as a police force to crush rebellions. More and more EU countries are joining EUROGENDFOR.

The only reason for such a force to exist is to crush an uprising that the country’s domestic security apparatus are unable or unwilling to do themselves. It would amount to nothing less than a foreign invasion...

EU seems to have quietly created a European gendarmerie [military police force] to deal with "disturbances". Do not be surprised to see it deployed against anti-EU protests.

As its personnel are drawn from throughout the EU, won't be so much of a natural resistance of troops firing upon its own citizens.

This will not end well. You start putting foreign troops in Greece it will just exasperate the situation.

I agree that the formation of EUROGENDFOR is a very (very, very) worrying development. However, I do not agree with this statement in the article:

"EUROGENDFOR is nothing else but a paramilitary police unit which in times of crisis can be deployed instead of the regularly army, so as not to raise the impression that an army of the country itself would fire on its own citizens."

Here the author shows a total misunderstanding of the EU. In short the EU would not mind at all that the police or the military of Greece crushed a rebellion in Greece. What they would be very afraid of doing is sending in troops from one or several EU countries to use force against the population of another EU country.

The EU tries to act like a virus, infecting the institutions of the host country, so that in the end the bureaucracy carries out orders not of the host country but of the EU.

Of course in extremis the EUROGENDFOR may be used as the author suggests, but if and when that happens the EU has changed shape and shown its true colours.

I'm thinking that EUROGENDFOR may play a role in that, insinuating itself in the various police forces, providing training and equipment, much like the Feds try to insert themselves into local policing.

I think that is the plan.

Over time, the various national police forces will get used to being a component of EUROGENDFOR, police commanders will be psychologically screened for loyalty to the EU over their home countries, and the command-and-control for the police will shift to a hierarchy rooted in EUROGENDFOR.

BTW, the EUROGENDFOR will be allowed to use deadly force "in action lawfully taken for the purpose of quelling a riot or insurrection"

9) I look at Article 5 of the Treaty of Velsen; “Eurogendfor (EGF) may be placed at the disposal of the European Union (EU) and also of the United Nations (UN), the Organisation for Security and Co-operation in Europe (OSCE), the North Atlantic Treaty Organisation (NATO) and other international organisations or an ad hoc coalition”. So basically Eurogendfor may be put into use anywhere that may be deemed a crisis situation by the EU, perhaps a country that objects to EU Treaties or Legislation, especially if the Lisbon Treaty is ratified, or perhaps NOT ratified?

(Could Obama’s recent E.O. dovetail the EUROGENDFOR?)

So basically Eurogendfor may be put into use anywhere that may be deemed a crisis situation by the EU, perhaps a country that objects to EU Treaties or Legislation, especially if the Lisbon Treaty is ratified, or perhaps NOT ratified?

On the EUROGENDFOR web site, they have a press release about EUROGENDFOR units being deployed to Bosnia under UN control as International Police Force:

Today (14 December 2007) at Butmir Camp, Sarajevo, EUFOR held a formal ceremony to mark the Full Operational Capability of the enhanced Integrated Police Unit (IPU) Headquarters. This HQ has received staff from the European Gendarmerie Force (EGF). The EGF is a multinational initiative of Dutch, French, Italian, Portuguese and Spanish Police Forces with military status. Its aim is to reinforce International Community capabilities on police missions. Next to the five EGF Member States already mentioned Hungary, Romania and Turkey also participate in the IPU by providing manpower and equipment essential to conducting IPU tasks. The ceremony was presided over by COMEUFOR, Major General Villalain, accompanied by the EUFOR IPU Commander, Colonel Giovanni Pietro BARBANO. Amongst the guests were Lieutenant General Menze Beuvig, who acts as the Commander of the EGF capability, Brigadier General Vincenzo Coppola, the Head of the EUPM and many otherrepresentatives of the international community in Bosnia and Herzegovina. As a crucial asset of EUFOR the IPU has an inherent information gathering and preventative orientation capability. It will continue to contribute to the safe and secure environment through assisting in the maintenance of public order and supporting the civilian implementation of the General Framework Agreement for Peace. In particular, the IPU, upon request can support BiH Local Police in technical investigations and cooperate during the execution of special activities. Furthermore the specialized element is capable to perform information gathering activities; crime analysis and investigation; search operations, document exploitation and escort operations. More importantly the IPU provides the strength behind operations requested by the ICTY to search for persons indicted for war crimes. The IPU has been in existence since February 2007 when EUFOR transitioned from three Tasks Forces to one multinational battalion and the IPU. These forces remain based in Camp Butmir and posess a strong capability to ensure the current safe and secure environment.
Personnel may be drawn from an increasingly Islamist country -- what could possibly go wrong?
