Yeah, O’Keefe was pretending to film the workers while he tried to film the staff. Simple as that. The listening device was probably another cell phone.

Maybe the phone was 'off the hook' thus simulating the 'continuous busy signals.'

Maybe he was there to perform a public service and put it back on the hook and thus into action.

Let’s see....If I’m on my cell phone, standing in an office, and another person, sitting in a car blocks away, is on the other end of that conversation, is he “in possession of a “listening device”?

If we are going to accept the word of Mr. Anonymous Leaker, then whatever “listening device” they had was blocks away. If they were trying to bug the offices, why would the bug be blocks away? It would be in the possession of the three other people inside the offices.

Interesting article, except that the author has a screwy understanding of what a "bug" and a "listening device" are. Typically a bug transmits data wirelessly to a listening device with limited range, like in the cop shows when investigators listen to a bug from a van parked nearby a target. So the opposite of what he's saying above makes sense.
