I seriously doubt that medical malpractice insurance costs a Doctor only 1/2 or 1% of a Doctor’s gross annual income, in fact I would bet on average, the monthly cost exceeds rent. Doctors order a lot of CYA tests to cover themselves against lawsuits.

Tort reform does sometimes save doctors on medmal insurance, but not always. The article explains why. Some defensive medicine is certainly out of fear, but most IMHO, is for extra money. Look at the small amount of payouts on the chart. Is it likely that a few billion in payouts is driving maybe $200 in extra costs?
