I believe the reference to “implanted devices” is cleverly alluding to pace-makers, heart valves, shunts and other artificial medical/surgical accessories placed in the body for monitoring or assistance.

Not a big jump to add the dog-tracking scanner chip. Some folks in the medical industry might just support such an idea. This way the wrong patient wouldn’t get a health leg amputated. And we are talking about long waiting lines in the OR.
