Retired military won't be getting a COLA either. However, I never viewed COLA as a "raise." Instead it was a "catchup." If inflation is really going to be flat, then I don't need a "catchup." The thing that really hurts is that even with no inflation, Medicare premiums will go up, and they're taken out of social security. It really amounts to a cut.
