That office would receive the power to disconnect, if it believes they’re at risk of a cyberattack, “critical” computer networks from the Internet.

This makes no sense. Aren't they effectively imposing a DOS attack on themselves?

DOS is sometimes better than enemy intrusion into friendly systems... and the corresponding ‘changes’ they could make to our data.

ie: Would you rather find your bank’s website down for a day... or keep it up and let the hacker transfer all your bank account funds to an account in the Cayman islands?
