Yep, he was the Captain of a nucular submarine. (To give him a pass, it’s an extremely common way to say it in the south.)

No, he was trained to run a diesel sub, and had trained to be an engineering officer on a nuclear sub, but left the Navy before getting any command or serving on a nuclear sub at all.
