I say tax feminine napkins next as they pose an uncomtrolled bio hazard, besides that, most any male plumber will agree that the only use they have for them, is when they snake them out of the office lavatories.
My ex was a cop and they kept feminine napkins in their emergency kits...said that made excellent bandages.
