The fact is, governments depend on the support of their people for the tax revenue and the manpower to fight a war.
Propaganda IS a part of war. Unfortunately, in our world, the enemy gets to put out its propaganda and the political minority in our country gets to use it..in fact... provide it.

Edwin Newman once wrote a terrific book about flubs like the one posted. He had a good laugh with the term serious crisis.
